Overview

Stewardship West is pleased to announce that we are accepting proposals for the Hollenbeck Hazardous Fuel Reduction Project. Stewardship West and the USDA Forest Service are working together to implement the Hollenbeck Hazardous Fuel Reduction Project (HFRP) under Stewardship Agreement No. 24-SA-11050900-003. The Hollenbeck HFRP Stewardship Area encompasses approximately 1,707 acres, includes 1,408 treatable acres. The project is intended to improve forest health, reduce hazardous fuels, improve forest vigor and resilience to large-scale fire, insects, and disease, and protect local communities by treating 1,408.2 acres. Funding for this project provided by CAL FIRE’s Wildfire Prevention Grants Program.

This project is part of the Hollenbeck Hazardous Fuels Reduction Project being implemented through a Stewardship Agreement between Stewardship West (SW) and the USDA Forest Service. The project was designed to improve forest health, reduce hazardous fuels, improve forest vigor and resilience to large-scale fire, insect and disease outbreaks, and protect local communities. This solicitation focuses on the implementation of commercial timber harvesting and associated stewardship activities. The project area is generally bound by Mud Springs Road to the north, Hollenbeck Road to the east, the Burlington Northern Santa Fe Railway to the west, and privately held timberlands to the south.

This Request for Proposal is for implementation services related to the Hollenbeck Hazardous Fuels Reduction Project, located on the Big Valley Ranger District of the Modoc National Forest. Work on this project will include mechanical thinning and road maintenance.

The Sale Area Map identifies four treatment units within the approximately 1,707-acre Stewardship Project Area and the required treatment specifications for each unit. The specific units, subdivision units, and quantities included in the initial contract award will be based on available project funding and submitted bid prices and will be identified in the final contract. Additional work may be added by written contract modification if additional project funding becomes available.

A pre-proposal field meeting will be held on Wednesday, September 23, 2026 at 10:00 AM. The meeting location for the field tour will be at the intersection of Lookout Hackamore Road and Mud Springs Road (start of Mud Springs Road), near 41.475752, -121.159828. or https://www.google.com/maps

Questions regarding the RFP must be submitted no later than 5:00 PM on Friday, September 25, 2026 to Project Manager Robert DeSotle at rob@stewardshipwest.org.

Proposal submissions are due no later than 5:00 PM PST on Monday, October 5, 2026. Proposals will be evaluated based on best value criteria including experience, understanding of scope, schedule, equipment capabilities, and overall project cost.
